SIRD is an autonomous organization under the Government
of Meghalaya. The general supervision of SIRD Meghalaya
vests with the General Council presides over by the
Honorable Minister of Community and Rural Development.
The Vice President of the General Council is the Chief
Secretary of the State. The terms of Office of members
is for a period of three years In the absence of the
President the Vice President is nominated to preside
over the General Council Meeting. The General Council
is expected to meet at least twice a year.The General
Council, exercises overall control and provides policy
guidance besides electing and nominating members to
the executive council granting approvals of the annual
budget drawn up by the Executive Council, nominate
the auditors, consider the annual report prepared
by the executive council, consider the Balance Sheet
and Audited Accounts for the outgoing year besides
ratifying amendments to the rules and regulation of
the SIRD proposes. The General Council shall frame
with the approval of the Government Bylaws for the
regulation of the business of the Institute, preparation
and approval of the Budget estimates, the sanction
of expenditure, re-appropriation of funds making the
execution of contracts, investment of the funds of
the Institute appointment and other. Subject to the
overall control and Guidance of the General Council
the Executive Council is responsible for monitoring
and guiding the actual implementation of matters in
accordance with the Rules and Byelaws listed in the
Memorandum of Association. The Executive Council consists
of 9 members with the Chief Secretary, Govt. of Meghalaya
as its Chairman. The Director of SIRD appointed by
the Govt. of Meghalaya is the Administrative head.
She exercises powers under the direction of the Executive
Council. Faculty, Administrative, Accounts and Technical
Branch assist the Director. The organizational structure
